Can an apprenticeship be consider complete if an apprentice does not take their EPA?

If your apprentices decide not to, or refuse to take their EPA they will not have ‘completed’ their apprenticeship and will instead be considered ‘withdrawn’. If they take the EPA and pass, then they will receive their apprenticeship certificate in relation to the apprenticeship standard they have taken, which is a regulated qualification. If they take their EPA and fail, then decide not to retake (which would be at an extra cost to the employer) then then their apprenticeship will be considered complete but they will not receive their apprenticeship qualification.
