What is CITB doing about Levy Avoidance?

Registration with CITB has never been mandatory meaning there is no legal obligation for employers to come forward to CITB to register. The CITB Levy Strategy Committee previously considered the idea of ‘Mandatory Registration’ as an option but following a review of the analysis carried out by the Levy Strategy Team, this was not deemed to be a viable option. The main reason for this decision was due to the level of policing that would be required and the cost to carry this out – it was felt that levy funds would be better spent on supporting industry training.
