Introduction

This paper is an evidence and experienced-based assessment of the current function of the Apprenticeship Levy. It explains the challenges faced by construction employers in making the Apprenticeship Levy work for their businesses. It recommends a number of positive and forward-thinking reforms, aimed at improving the vocational training of employees and significantly reducing
the amount of unspent Levy funds which, while originally intended to improve training and education, in reality end up being returned to the Treasury for general expenditure.

Mission of the Paper

In compiling this paper, the mission of the NFB has been to research and propose what reforms to the Apprenticeship Levy would help to ensure:
  • Greater use of company’s own Apprenticeship Levy funds
  • Greater use of Apprenticeship Levy funds by others in the sector
  • An increase in apprenticeships in construction
  • A reduction in ‘lost’ funding returned to the Exchequer
  • Greater business investment in learning, skills and training overall

Recommendations

The recommendations in this paper relate only to the Apprenticeship Levy itself, rather than the wider question of apprenticeship delivery but a number of issues with the delivery are raised throughout. While this paper focuses on the Levy, the NFB is committed to seeing both an effective Levy and effective delivery provision for future skills delivery.
